I have the same problem with a Dell Vostro , running win vista 32 bits. I want to format my computer but the same black screen appears in the beginning and I can't change the boot sequence. When I press F2, F8 or F12, appearently it stops running and keep the black screen, until I hit "enter" a couple times so it start the windows. After I rebuilt the laptop these settings had been disabled and they needed to be enabled.
